Each Desktop is managed separately by windows. You don't have this problem with "real" desktops, because they are actually separate desktops like those used by "Switch User" or by Terminal Services. Some apps show themselves suddenly for no apparent reason, and they'll just appear where you happen to be. Some apps refuse to be hidden by another app. The issues with the "fake" virtual desktop approach is that some apps don't play well with it. Task View actually uses dedicated, separate desktops as far as I know. The "virtual" desktops are all the same desktop, and the application does some magic to make it appear like they are separate ones. Now you see two thumbnails representing the two virtual desktops. Dexpot et al work by "hiding" apps when they aren't supposed to be shown. To open a new virtual desktop, click on the New Desktop button in the lower right corner.
